    I want to begin this week’s column by acknowledging the horrific and senseless act of violence that occurred over the weekend in Las Vegas as a gunman shot and killed 59 innocent people and injured more than 500 as they attended the Route 91 Festival Sunday night.     WASHINGTON, D.C. – Today, Rep. Phil Roe, M.D. (R-Tenn.) spoke on the House floor in support of H.R. 36, the Pain-Capable Unborn Child Protection Act. H.R. 36 restricts abortions from being performed 20 weeks or more after fertilization, and establishes criminal penalties for any person who performs or attempts an abortion on a fetus after the 20-week mark.
